Check Device Manager:

Re-install Software:

Or you can directly navigate to the Toshiba support and click to update camera driver.
Check the UEFI or BIOS settings:
Few Toshiba laptops have an option of disabling the webcam in the UEFI or BIOS settings.
Shut down your laptop and then restart it.
Press F2 multiple times when Toshiba logo appears, this will prompt you to the UEFI or BIOS settings.
Select advanced button and then choose the system configuration.
Select the web camera and ensure it’s set to enabled and hit to save and edit.
